Early life: a Karnataka farmer

Born on 18 May 1933 at Haradanahalli village, Hassan district, Karnataka to a Vokkaliga farming family. Civil engineering diploma from L.V. Polytechnic Hassan 1952. Worked as a contractor before politics. Joined Congress 1953; defected to Lok Dal 1979.

Karnataka Legislative Assembly from 1962 (6 terms); Karnataka PWD Minister; Janata Party state president; Karnataka CM 11 December 1994 - 31 May 1996 after Janata Dal won 115/224. He inducted IT-friendly policies that later helped Bangalore become the Silicon Valley of India.

May 1996 LS election: BJP 161 (largest), Congress 140, Janata Dal 46, Left 32, regional parties. Vajpayee invited; sworn 16 May 1996 but lost vote of confidence 28 May 1996. President Shankar Dayal Sharma invited the United Front (13 parties: Janata Dal, SP, TDP, DMK, AGP, Tamil Maanila Congress, CPM, CPI, others) headed by Deve Gowda with Congress’s 140 MPs outside support.

Legacy

Returned to Karnataka politics — founded the Janata Dal (Secular) on 1 July 1999 after Janata Dal split. JD(S) remained a Karnataka force; his son H.D. Kumaraswamy served as Karnataka CM 2006-07 (with BJP) and 2018-19 (with Congress). Rajya Sabha 2020. Deve Gowda is the oldest living former Indian PM — still active politically at 91. P. Chidambaram’s 1997 budget remains a UPSC favourite.
