Early life: poet diplomat

Born on 4 December 1919 at Jhelum, Punjab (now in Pakistan) to Avtar Narayan Gujral (Congress freedom-fighter) and Pushpa Gujral. Educated at Hailey College of Commerce Lahore and DAV College Lahore. Active in Quit India 1942 — jailed. Brother Satish Gujral was a celebrated painter and architect (designed Belgian Embassy Delhi).

Migrated to Delhi 1947 after Partition. CPI before joining Congress 1964. Rajya Sabha from 1964 (5 terms). Minister of Information & Broadcasting under Indira 1969-71 + Ambassador to USSR 1976-80 (during Emergency); a critical post-Emergency figure. Briefly in Janata Dal; came back to Congress; Cabinet Min in V.P. Singh govt 1989-90 + External Affairs in Deve Gowda govt 1996-97.

PM 21 April 1997 - 19 March 1998

After Sitaram Kesri withdrew Congress support from Deve Gowda 11 April 1997, the United Front chose Gujral as consensus PM. Congress restored outside support. Sworn in 21 April 1997.

The Gujral Doctrine

Articulated by Gujral as External Affairs Minister (1996) and PM (1997) — 5 principles for India’s relations with smaller neighbours:

  1. Non-reciprocity: India will give to neighbours (Nepal, Bhutan, Bangladesh, Sri Lanka, Maldives) more than it expects in return — based on India’s size and capacity.
  2. No South Asian country shall allow its territory to be used against the interest of another country in the region.
  3. Non-interference in internal affairs.
  4. Respect for territorial integrity and sovereignty.
  5. Disputes shall be settled through peaceful bilateral negotiations.

The doctrine paid early dividends: 1996 Ganga Water Treaty with Bangladesh (under Deve Gowda but Gujral as EAM); Mahakali Treaty with Nepal; 1998 Bus diplomacy. But critiqued for ignoring Pakistan + China.

Legacy

Wrote autobiography Matters of Discretion: An Autobiography (2011). Died at Gurgaon on 30 November 2012 aged 92. The Gujral Doctrine framework continues to be cited in UPSC mains — especially in “neighbourhood first” policy contexts.
