Origins (1967)

ASEAN was founded by the foreign ministers of 5 countries at Bangkok’s Saranrom Palace: Adam Malik (Indonesia), Tun Abdul Razak (Malaysia), Narciso Ramos (Philippines), S. Rajaratnam (Singapore), Thanat Khoman (Thailand). Brunei joined 1984, Vietnam 1995, Laos 1997, Myanmar 1997, Cambodia 1999. East Timor (Timor-Leste) has observer status (target accession 2025).

Structure

The ASEAN Charter (2007, in force 2008) gives ASEAN legal personality. Secretariat at Jakarta. Chair rotates annually (Laos 2024, Malaysia 2025, Philippines 2026). Key bodies: ASEAN Summit, ASEAN Coordinating Council, ASEAN Community Councils (Political-Security, Economic, Socio-Cultural). Secretary-General appointed for non-renewable 5-year term — currently Dr Kao Kim Hourn (Cambodia, January 2023–).
