What is BIMSTEC?
BIMSTEC — the Bay of Bengal Initiative for Multi-Sectoral Technical and Economic Cooperation — has seven members: India, Bangladesh, Sri Lanka, Nepal, Bhutan, Myanmar and Thailand. It uniquely bridges South Asia and South-East Asia, connecting the Neighbourhood First and Act East policies, and cooperates across sectors (security, connectivity, trade, energy, disaster management, people-to-people).
Why BIMSTEC over SAARC?
SAARC has been largely paralysed by India-Pakistan tensions. BIMSTEC excludes Pakistan, is outcome-oriented, and links a faster-growing region — so India has increasingly invested in it as the natural platform for Bay-of-Bengal regionalism, without abandoning SAARC entirely.

The way forward
India seeks to strengthen BIMSTEC (a charter, secretariat capacity, connectivity and trade) as the engine of regional integration, complemented by sub-regional and maritime groupings — advancing both its neighbourhood and Indo-Pacific goals.
