Napoleon: rise + reforms

Napoleon Bonaparte (1769-1821): Corsican-born, French army officer; rose through French Revolution. Coup of 18 Brumaire (9 November 1799) — overthrew Directory; became First Consul. Consul for Life 1802. Emperor of the French 2 December 1804 at Notre-Dame (crowned himself before Pope Pius VII).

Civil Code (Code Napoleon) 1804: codified French civil law — equality before law, property rights, secular state, abolition of feudal privilege. Adopted across Napoleonic Europe + still influences French + Italian + German legal systems + Louisiana + Québec + Latin America.

Congress of Vienna (Sept 1814 - June 1815)

The Congress was convened at Vienna by Austrian Foreign Minister Klemens von Metternich after Napoleon’s first abdication. Key delegates:

  • Tsar Alexander I (Russia) — pushed Holy Alliance.
  • Lord Castlereagh / Duke of Wellington (Britain).
  • Karl August von Hardenberg (Prussia).
  • Charles Talleyrand (France) — outmaneuvered the victors despite representing defeated France.

3 Principles:

  1. Legitimacy — restore pre-1789 dynasties (Bourbons in France, Spain, Naples).
  2. Compensation — victors gain territory (Russia got Poland, Britain got Cape Colony + Ceylon + Malta, Austria got northern Italy).
  3. Balance of Power — no single power dominates Europe.

Settlement: Belgium + Netherlands united (Kingdom of the Netherlands), German Confederation (39 states under Austrian leadership), Switzerland neutralised, Norway + Sweden united, Poland partitioned again. Slave trade condemned (Britain pushed).

Concert of Europe (1815-1848)

Post-Vienna conservative order:

  • Holy Alliance (26 September 1815) — Russia, Prussia, Austria pledged to suppress liberal-national revolutions in name of Christian principles.
  • Quadruple Alliance (20 November 1815) — Britain, Russia, Austria, Prussia; later Quintuple with France (1818). Periodic congresses: Aachen 1818, Troppau 1820, Laibach 1821, Verona 1822.
  • Metternich System: censorship + secret police + suppression of liberalism. 1820s Carlsbad Decrees Germany. Hungary, Italy, Greece suppressed but Greece won independence 1830.
  • End: Revolutions of 1830 (July Revolution France) + Revolutions of 1848 (Springtime of Nations) shattered Metternich’s order. Metternich fled Vienna 13 March 1848.
