The rationale

What is Skill India?

Launched in 2015 under the Ministry of Skill Development & Entrepreneurship, the mission coordinates skilling across India. Its flagship is the Pradhan Mantri Kaushal Vikas Yojana (PMKVY) — short-term skill training and certification — supported by the National Skill Development Corporation (NSDC), Industrial Training Institutes (ITIs) and sector skill councils.

Key elements

  • PMKVY — free short-term training, certification and Recognition of Prior Learning (RPL);
  • NSDC & Skill India Digital — coordination, a digital skilling platform and job matching;
  • Apprenticeships (NAPS) and partnerships with industry;
  • Alignment with the National Education Policy 2020 and vocational education.

Challenges

Challenges include the quality and relevance of training, low placement and wage outcomes, the perception/aspiration gap around vocational work, the skill mismatch with industry needs, and reaching the informal sector. The focus is shifting to outcome-linked, industry-aligned, future-skills training.
