Why this matters now

MPLADS is a recurring governance topic — for its constitutional questions (does it blur the separation of legislature and executive?), its suspension during COVID-19 (2020-22, when funds were diverted to the Consolidated Fund for the pandemic), and the perennial debate over its utilisation and accountability.

How MPLADS works

  • Administered by the Ministry of Statistics and Programme Implementation (MoSPI).
  • Each MP can recommend ₹5 crore per year (released in two instalments of ₹2.5 crore).
  • Lok Sabha MPs recommend works in their constituency; Rajya Sabha MPs anywhere in their state; nominated MPs anywhere in the country.
  • The MP only recommends — the district authority sanctions, executes and is responsible for the work; funds go to the district, not the MP.
  • Focus on durable assets — drinking water, education, health, sanitation, roads, etc.; a portion is earmarked for SC/ST areas.

The COVID-19 suspension

In April 2020 the government suspended MPLADS for two years (2020-21 and 2021-22) and diverted the funds to the Consolidated Fund of India to support the pandemic response — a rare and controversial step. The scheme was restored from 2021-22 (for the remaining period) and resumed normally thereafter.

Criticisms and reforms

  • Separation of powers — critics argue it gives legislators an executive (spending) role; the Supreme Court (2010, Bhim Singh) upheld its constitutionality but urged accountability.
  • Under-utilisation — large unspent balances and delays in many constituencies.
  • Accountability gaps — CAG audits have flagged irregularities, register maintenance and asset verification issues.
  • Reform ideas: stronger third-party monitoring, public dashboards, asset geo-tagging, and outcome (not just expenditure) tracking.

UPSC angle

Remember the key design point: the MP only recommends; the district authority executes and is accountable; funds never reach the MP. Note the COVID suspension and the Bhim Singh (2010) verdict upholding constitutionality.
