What is BBBP?
Launched in 2015 from Panipat, BBBP is a joint initiative of the Ministries of Women & Child Development, Health and Education. It aims to prevent sex-selective abortion (gender-biased elimination), ensure the survival and protection of the girl child, and ensure her education and participation.
The convergent approach
BBBP works through convergence and behaviour change rather than direct cash transfers — enforcing the PCPNDT Act (against sex determination), running awareness/advocacy campaigns, and improving girls’ enrolment and retention in schools. It is now part of Mission Shakti.
Impact and challenges
BBBP has helped improve the Sex Ratio at Birth in many districts and raised awareness. Challenges: the bulk of funds went to media/advocacy rather than health/education outcomes, deep-rooted patriarchal mindsets, and the need for stronger data and last-mile delivery.
