Why this matters now

Ramanna is the most-tested figure for India’s nuclear weapon programme — Pokhran-I (Smiling Buddha) test of 18 May 1974, his service as Director BARC (1972-78, 1981-83), Chairman AEC (1983-87) and brief stint as Defence Minister of State (1990).

Early career: physicist and pianist

Born in Tumkur (Karnataka) to a Kannadiga family, Ramanna trained as a physicist (PhD King’s College London 1949 in nuclear physics under F.E. Simon). He joined the Tata Institute of Fundamental Research (TIFR) in 1949, then moved to the Atomic Energy Establishment Trombay (now BARC) in 1957 and made the BARC nuclear physics division a world-class research centre. He was also a concert-grade pianist who wrote the book The Structure of Music in Raga and Western Systems.

Smiling Buddha (18 May 1974)

From the late 1960s, a team at BARC under Homi Sethna (AEC Chairman) and Ramanna (Director, BARC Physics Group) developed a fission device using plutonium-239 extracted from the CIRUS reactor (supplied by Canada under safeguards, in retrospect breached). On 18 May 1974Buddha Purnima — the device was detonated in a shaft 107 metres below the Pokhran Range (Rajasthan), yielding ~12 kilotonnes. India officially called it a “Peaceful Nuclear Explosion (PNE)”. The test triggered global sanctions including the formation of the Nuclear Suppliers Group (NSG) in 1975.

Director BARC, Chairman AEC, Minister

Ramanna served as Director BARC twice (1972-78 and 1981-83), Chairman Atomic Energy Commission (1983-87), Director-General of the National Institute of Advanced Studies Bengaluru (1989-94), and Defence Minister of State (V.P. Singh Govt, 22 Jan 1990 to 10 Nov 1990). He was a Rajya Sabha MP (1997-2003) and an architect of India’s 1998 Pokhran-II strategic doctrine even though he was no longer in service then. Padma Shri 1968, Padma Bhushan 1973, Padma Vibhushan 1975. Died Mumbai 23 Sept 2004 aged 79.

Frequently asked questions

What was Smiling Buddha?

India’s first nuclear test, conducted on Buddha Purnima — 18 May 1974 — at Pokhran (Rajasthan). Yield ~12 kilotonnes from a plutonium-239 device.

Who led Pokhran-I?

Homi Sethna (AEC Chairman), with Raja Ramanna leading the BARC physics group that designed and tested the device.

Why did Pokhran-I trigger the Nuclear Suppliers Group?

The plutonium used was extracted from the CIRUS reactor — supplied by Canada under peaceful-use safeguards. The test revealed these safeguards could be evaded, prompting the formation of the NSG in 1975.

Was Raja Ramanna a Defence Minister?

Yes — he served as Defence Minister of State in V.P. Singh’s government from 22 January to 10 November 1990.
