The Green Revolution (1965-72)
As Director of the Indian Agricultural Research Institute (IARI) New Delhi (1961-72), Swaminathan visited Mexico in 1963 and met Norman Borlaug at CIMMYT. He convinced the Government to import Borlaug’s semi-dwarf wheat varieties — Sonora-64 and Lerma Rojo — in 1965-66. Combined with IARI’s own varieties (Kalyan Sona, Sonalika), chemical fertilisers (urea, DAP), tube-well irrigation in Punjab/Haryana/Western UP, and minimum-support-price guarantees, the result was a doubling of wheat production from 12 MT (1965) to 24 MT (1972). India achieved food self-sufficiency by 1972 and became a wheat exporter by the 1980s.

Swaminathan served as Director-General of ICAR (1972-79), Secretary in the Department of Agriculture, Director-General of the International Rice Research Institute (IRRI) Manila (1982-88) (the first non-American DG of IRRI), and founded the M.S. Swaminathan Research Foundation (MSSRF) at Chennai in 1988 — focused on biotechnology, biodiversity and women in agriculture.
National Commission on Farmers (2004-06)
UPA-1 set up the National Commission on Farmers (NCF) under Swaminathan in 2004. Its five reports (2004-06) recommended:
- MSP = Cost of production (C2) + 50% — the “Swaminathan formula” that remains the central farmer demand.
- Land reforms, water management, credit and insurance access.
- An umbrella National Food Security Act (eventually enacted 2013).
- Equitable price/procurement infrastructure.
