Why this matters now
UNDP is tested for: the Human Development Report (since 1990, conceived by Pakistani economist Mahbub-ul-Haq + Amartya Sen), India’s HDI rank, the Multidimensional Poverty Index (MPI — UNDP-OPHI joint), Sustainable Development Goals (SDGs — 2030 Agenda), and UNDP’s lead role in the SDG implementation tracker.
Structure and HDR
UNDP’s Executive Board has 36 members. Administrator currently Achim Steiner (Brazil-Germany, 2017–), rank-equivalent to UN Under-Secretary-General. The Human Development Index uses three dimensions:
- Long & healthy life — life expectancy at birth.
- Knowledge — expected years of schooling + mean years of schooling.
- Decent standard of living — GNI per capita PPP.
HDR 2025 (released March 2025, data 2023): India ranked 134 out of 193 countries with HDI 0.685 — in the “Medium Human Development” category. Sri Lanka 78, Bangladesh 129, Pakistan 168, Iceland 1.

- National Multidimensional Poverty Index — NITI Aayog & UNDP-OPHI jointly developed an India MPI (12 indicators across nutrition, health, education, standard of living). NITI Aayog National MPI 2023 showed 24.85 crore Indians moved out of multidimensional poverty between 2013-14 and 2022-23.
- UNDP-India strategic framework 2023-27: 5 priority areas — jobs & livelihoods, energy transition, environment, gender equality, inclusive governance.
- SDG India Index by NITI Aayog (annual, since 2018) tracks 17 SDGs; India composite score 71 in 2023-24 (up from 57 in 2018).
Sustainable Development Goals
UNDP is the lead UN agency coordinating the 17 Sustainable Development Goals agreed at the UN General Assembly on 25 September 2015 as part of the 2030 Agenda for Sustainable Development. Replaced the 8 Millennium Development Goals (2000-2015). India is on track for SDGs 1 (poverty), 8 (decent work), 11 (sustainable cities), 13 (climate action); lagging on SDGs 2 (zero hunger), 3 (health), 5 (gender), 16 (peace).
