Origin and revival
QUAD’s origin lies in the 2004 Tsunami Core Group of the four countries that led humanitarian relief. In August 2007, PM Shinzo Abe used his “Confluence of the Two Seas” speech in the Indian Parliament to lay out the Indo-Pacific vision. The first iteration of QUAD met at Manila in May 2007 (under PM Manmohan Singh, US Cheney, Australian Howard, Japanese Abe). It collapsed in 2008 when Australian PM Kevin Rudd, citing China sensitivities, withdrew.
QUAD was revived at the East Asia Summit in Manila on 12 November 2017. The first foreign-ministers meeting was held September 2019 New York. The first leaders’ virtual summit on 12 March 2021 brought together Biden, Modi, Suga and Morrison. The first in-person leaders summit at Washington on 24 September 2021.
