Why this matters now
IAEA is tested for: the 2005 Nobel Peace Prize (jointly with then-DG Mohamed ElBaradei), India’s 14 civilian nuclear reactors under IAEA safeguards (post-2008 NSG waiver), the 2008 India-US 123 Agreement, India NOT being NPT/CTBT party, and current DG Rafael Mariano Grossi’s leadership during the Ukraine-Russia war + Iran nuclear talks.
Structure
The IAEA has a General Conference (all members, annual) and a Board of Governors (35 members, India a permanent designate). The Director-General is appointed for 4 years (renewable). Current DG is Rafael Mariano Grossi (Argentina, December 2019–). Annual budget ~euro;614 million.
India & IAEA
India is a founder member of IAEA (1957) and is NOT a party to the NPT (1968), CTBT (1996), or the Fissile Material Cut-off Treaty — making India one of the few countries with nuclear weapons outside the NPT (with Pakistan, Israel, North Korea).
| Year | Milestone |
|---|---|
| 1974 | India’s “Smiling Buddha” PNE at Pokhran — led to NSG formation 1975. |
| 1998 | Pokhran-II 5 tests under Vajpayee, declared nuclear-weapon state. |
| 2005 | July — Manmohan Singh-Bush civil nuclear deal announced. |
| 2008 | August — India-specific safeguards agreement with IAEA. September — NSG 48-country waiver exempting India. October — India-US 123 Agreement. |
| 2009-14 | India places 14 of 22 civilian reactors under IAEA safeguards. Strategic + military reactors remain outside. |
| 2014 | India signed the Additional Protocol with IAEA (strengthened verification). |
India is a member of: IAEA, NSG (waiver only, not member), MTCR (2016), Wassenaar Arrangement (2017), Australia Group (2018). India aspires to NSG membership — blocked by China.
Recent: Ukraine + Iran
Under Grossi, IAEA has overseen the Zaporizhzhia nuclear plant in Ukraine (largest in Europe, occupied by Russia since March 2022) and has issued multiple safety alerts. IAEA’s Iran reporting has reached impasses on Tehran’s 60% enriched uranium stockpile (June 2025 IAEA Board resolution declared Iran non-compliant for first time in 20 years).
