History

The Commonwealth’s roots lie in the 1926 Imperial Conference’s Balfour Declaration — which defined dominions as “autonomous Communities within the British Empire, equal in status, in no way subordinate one to another”. Formalised in the Statute of Westminster 1931. The modern Commonwealth was born with the London Declaration of 28 April 1949, which allowed India to remain a member after becoming a republic in January 1950 — with the British monarch as the “Symbol of the free association” and Head of the Commonwealth. This crucial concession enabled republics (Pakistan 1956, Ghana 1960, etc.) to join.

Structure

The Commonwealth has three pillars:

  1. Commonwealth Heads of Government Meeting (CHOGM) — biennial; last at Samoa, 21-26 October 2024 (first Pacific Island chair). Next: 2026 Antigua & Barbuda.
  2. Secretariat at Marlborough House, London — headed by Secretary-General. Current Sec-Gen Shirley Botchwey of Ghana (since 1 April 2025) — succeeded Patricia Scotland (Dominica, 2016-25).
  3. Commonwealth Foundation + Commonwealth of Learning + Commonwealth Games Federation.

Member criteria (Edinburgh 1997): respect Commonwealth values + accept rule of law + accept British monarch as Head of the Commonwealth (now King Charles III).

India @ Commonwealth

India became a Commonwealth member upon independence on 15 August 1947. The 1949 London Declaration — drafted to accommodate India’s republic status — was a foreign-policy triumph for V.K. Krishna Menon and Nehru. India contributed significantly to:

  • Anti-apartheid struggle: India led the push to expel South Africa in 1961 (rejoined post-1994).
  • Commonwealth Games: India won the bid for the 2010 Delhi Commonwealth Games — only Indian city to host. India came 2nd in medal tally (38 gold). The Games were marred by infrastructure delays and the Suresh Kalmadi corruption case.
  • Cricket: Commonwealth Cricket Federation; Commonwealth Cricket Council restoration discussed at Samoa 2024.

Note: India did not attend CHOGM 2022 Kigali (PM Modi sent EAM Jaishankar). PM Modi did attend the Commonwealth Heads opening ceremony at Samoa 2024 virtually.
