The CDS and jointness

The Chief of Defence Staff (CDS) (created 2019/2020) is the single-point military advisor to the government and heads the new Department of Military Affairs (DMA). The CDS drives “jointness” — integration of the Army, Navy and Air Force — to optimise resources and operations.

Theatreisation

Theatreisation proposes reorganising the existing single-service commands into integrated theatre commands — unified commands (by region/domain) with assets of all three services under one commander — for faster, jointer war-fighting. It is a major, complex reform under deliberation.

Procurement and personnel reforms

Other reforms: defence indigenisation and self-reliance (Atmanirbhar Bharat, positive indigenisation lists, defence corridors, DRDO/private participation), procurement reform (DAP), and the Agnipath scheme for short-term military recruitment (Agniveers).
