The strategic partnership

India and the EU established a Strategic Partnership in 2004. The relationship spans trade, climate, digital, connectivity, security and people-to-people ties. A Roadmap 2025 guides cooperation. The EU (as a bloc) is among India’s top trading partners, and a major source of FDI and technology.

The trade deal and the TTC

Negotiations for a Broad-based Trade and Investment Agreement (BTIA) began in 2007, stalled in 2013, and were relaunched in 2022 (alongside investment-protection and geographical-indications tracks). In 2023, India and the EU set up a Trade and Technology Council (TTC) — only the EU’s second such forum (after the US) — to coordinate on critical technology, digital governance, semiconductors, green tech and resilient supply chains.

Frictions and convergence

Sticking points in the trade talks include tariffs (autos, wines, dairy), data adequacy, labour and environmental standards, and the EU’s Carbon Border Adjustment Mechanism (CBAM), which India sees as a trade barrier. Convergences: de-risking from China, Indo-Pacific cooperation, connectivity (the India-Middle East-Europe Economic Corridor, IMEC), clean energy, and a shared commitment to democracy and a rules-based order.
