Who publishes it

The index is published by Reporters Without Borders (Reporters Sans Frontières, RSF), a Paris-based non-profit, covering 180 countries and territories.

The five indicators

RSF scores each country across five contextual indicators:

  • Political context;
  • Economic context;
  • Legislative/legal framework;
  • Social context;
  • Safety of journalists.

Scores combine an expert questionnaire with a count of abuses against journalists.

India and the global picture

In 2025, India ranked around 150th of 180 — RSF cites concerns over the safety of journalists, media ownership concentration and legal pressures. The Indian government has questioned the methodology and sample size. The Nordic states (Norway and neighbours) topped the index, while conflict and authoritarian states ranked lowest.
