What are SHGs?

An SHG is a small, voluntary group (usually 10-20 members, often women from similar backgrounds) that pools regular savings and lends to members, building habits of thrift and mutual support. Through bank linkage, SHGs access institutional credit (microfinance), and they often take up livelihood and social activities.

Role and impact

SHGs advance financial inclusion (credit for the poor without collateral), women’s empowerment (economic independence, confidence, voice), livelihoods and entrepreneurship, and social capital and collective action (on health, sanitation, education). They are also delivery channels for government programmes.

Government support

The National Rural Livelihoods Mission (NRLM/DAY-NRLM) mobilises rural women into SHGs and federations and links them to finance and livelihoods. The SHG-Bank Linkage Programme (NABARD) is the backbone. Kudumbashree (Kerala) is a celebrated success story.

Challenges

Challenges include uneven quality and sustainability, over-indebtedness, weak market linkages, regional disparities, and dependence on external support. Strengthening capacity, market access and federations is key to deepening their impact.
