Work culture
Work culture is the shared values, attitudes, norms and practices of an organisation — how people work and treat each other and citizens. A positive work culture (commitment, integrity, teamwork, accountability, responsiveness) raises productivity and ethics; a poor one breeds red tape, apathy, absenteeism and corruption. It is shaped by leadership, incentives, training and recognition.
The citizen’s charter
A Citizen’s Charter is a public document in which a service organisation declares its standards, commitments, timelines and grievance-redress to citizens — making it accountable and citizen-centric. Its principles (from the UK model): standards, information, choice, courtesy, redressal and value for money.
Improving service delivery
Charters in India have often been non-binding and poorly implemented. Improving service delivery needs enforceable charters (a service-guarantee law), the Sevottam model, citizen feedback, e-governance, grievance redress (CPGRAMS), and a culture of responsiveness — putting the citizen at the centre.
