Concept and philosophical basis of public service
Public service is the delivery of services and exercise of authority for the welfare of citizens and the public interest, not private gain. Its philosophical basis draws on ideas of the social contract, the state as a trustee of public power, democratic accountability, and the Gandhian ideal of serving the last person (antyodaya). Probity is the practice of complete integrity in this role.
Information sharing and transparency (RTI)
Transparency is a pillar of probity. The Right to Information Act, 2005 empowers citizens to seek information, reducing the secrecy in which corruption thrives and strengthening accountability. Allied tools include e-governance, proactive disclosure and social audits.
