Meaning of accountability

Accountability is the obligation to answer for one’s actions and to accept responsibility and consequences. It is distinct from but related to responsibility (the duty to act) and answerability. Effective accountability needs clear standards, transparent information, and credible sanctions.

Types of accountability

  • Vertical (to citizens/electorate, e.g. elections) vs horizontal (to other state institutions, e.g. legislature, judiciary, CAG);
  • Internal (within the administrative hierarchy) vs external (to outside bodies and the public);
  • Political, administrative, legal and financial accountability.

Ethical governance

Ethical governance means exercising public power in line with values like integrity, transparency, fairness, responsiveness and the rule of law, oriented to the public good. It builds public trust and improves service delivery and development outcomes.
