The Right to Education

The 86th Amendment (2002) inserted Article 21A, making free and compulsory education for children aged 6–14 a fundamental right. The Right to Education (RTE) Act, 2009 operationalised it — norms for schools, a 25% reservation for EWS/disadvantaged children in private schools, no detention (later relaxed), and teacher qualifications.

From access to learning

India has achieved near-universal enrolment at the primary level. But surveys (e.g. ASER) reveal a learning crisis — many children cannot read or do basic arithmetic at grade level. Challenges remain: dropout (especially at secondary level), gender/regional gaps, teacher shortages and absenteeism, and infrastructure.

Schemes and the way forward
