The cooperative movement
Cooperatives are member-owned, democratic enterprises (“one member, one vote”). India has a vast network — in credit, dairy (Amul), sugar, fertiliser (IFFCO) and consumer sectors. A dedicated Ministry of Cooperation (2021) and the vision of “Sahkar se Samriddhi” aim to strengthen and computerise them; the 97th Amendment gave cooperatives constitutional recognition.
The rural credit structure
Rural credit flows through a multi-agency structure: the short-term cooperative chain (PACS → DCCBs → State Cooperative Banks) and long-term land-development banks; commercial banks; and Regional Rural Banks (RRBs). NABARD is the apex refinancing and supervisory body for rural/agricultural credit, supported by priority-sector lending norms and the Kisan Credit Card.
Challenges
Issues include the weak finances and governance of PACS and cooperative banks, regional imbalance, overdues and NPAs, political interference, and dual control (RBI + Registrar). Reforms focus on computerising PACS, strengthening governance, and deepening formal credit to cut out informal moneylenders.
