The Sendai Framework (2015-2030)

Adopted in 2015, the Sendai Framework for Disaster Risk Reduction (2015-2030) is the global blueprint for reducing disaster risk. It sets four priorities — (1) understanding disaster risk, (2) strengthening risk governance, (3) investing in DRR for resilience, and (4) enhancing preparedness for “Build Back Better” — and seven global targets (e.g. reducing mortality, economic loss and damage to infrastructure).

From Hyogo to Sendai

The Sendai Framework succeeded the Hyogo Framework for Action (2005-2015). The shift marked a move from managing disasters to managing disaster risk — emphasising prevention, resilience and integration with development and climate action.

India and the CDRI

India aligns its disaster policy with Sendai and has shown global leadership by launching the Coalition for Disaster Resilient Infrastructure (CDRI) — an international partnership to make infrastructure resilient to disasters and climate change. India also helped pioneer DRR cooperation in regional and G20 settings.

DRR is closely tied to the Sustainable Development Goals (SDGs) and the Paris Agreement — disasters undo development gains, and climate change amplifies hazards. Effective disaster governance therefore integrates DRR, development and climate adaptation together.
