History

  • IFCI Act 1948 passed Constituent Assembly March 1948.
  • 1 July 1948: IFCI commenced operations — India’s first DFI. Founded by Government of India + RBI + commercial banks + insurance companies.
  • 1955: ICICI Ltd established (now ICICI Bank).
  • 1964: IDBI Act — IDBI set up as apex DFI.
  • 1971: IRBI (Industrial Reconstruction Bank of India).
  • 1 July 1993: IFCI Act repealed; IFCI Ltd incorporated under Companies Act 1956 — first DFI to convert to company form.

Functions

IFCI’s mandate has narrowed since 2004 (when IDBI converted to a bank) but still includes:

  1. Term lending for industrial + infra projects (medium + long-term).
  2. Project finance for greenfield + brownfield expansion.
  3. Equity participation in industrial ventures.
  4. Underwriting + private placement of equity/debentures.
  5. Government-sponsored schemes: CGSSI (Credit Guarantee Scheme for Stand-Up India); SC sub-plan; FFTI (Foreign Financial Institutions); FCI; NCEF (National Clean Energy Fund) advisor.
  6. Subsidiaries: IFCI Venture Capital Funds Ltd, IFCI Financial Services Ltd, Stock Holding Corp of India (51% via consortium).

Current status

IFCI (FY24): Loan book ~Rs 6,500 crore (declining post-2014 NPA crisis). Reported net loss Rs 1,228 cr FY24 due to legacy NPAs. Government of India shareholding: 71.7%. Repeat capital infusions (FY23 Rs 500 cr, FY24 Rs 100 cr) + Govt support. Possible merger with PFC/IIFCL/SIDBI discussed in NITI Aayog 2023 but not implemented. Stock Holding Corp of India Ltd (SHCIL) remains a profitable subsidiary; IFCI’s realestate + venture-capital arms restructured 2022-23.
