PUCL v. Union of India (2001) and the right to food
In PUCL v. Union of India (2001), the SC held that the right to food is part of the Right to Life under Article 21. The court ordered universal cooked Mid-Day Meal in primary schools, free ICDS supplementary nutrition and direct delivery of grains. The judgment created Supreme Court Commissioners on the Right to Food whose recommendations seeded NFSA.

PMGKAY — free foodgrain extension
Under the Pradhan Mantri Garib Kalyan Anna Yojana (PMGKAY), the Government provides free 5 kg foodgrain per person/month in addition to NFSA entitlements. PMGKAY was launched in April 2020 (COVID), extended multiple times. From 1 January 2023, the price under NFSA itself was reduced to ZERO for all 81 crore beneficiaries (merging PMGKAY benefit into NFSA). In September 2024, free NFSA grain was extended for 5 more years till December 2028.
